Moving to Lucerne
Luzern • German • Updated August 2026
This Lucerne guide helps newcomers understand the key first steps for settling in the canton, including Gemeinde registration (Anmeldung), permits, health insurance, taxes, housing, and official local resources.
Lucerne is central Switzerland's economic and cultural anchor — a German-speaking canton built around Lake Lucerne and the medieval old town that brings in roughly nine million tourists a year. The economy splits between tourism, financial services (Schwyzer Kantonalbank's Lucerne presence, asset managers), the Hochschule Luzern and a manufacturing belt around Emmenbrücke and Kriens (Schindler is headquartered here). Tax burden is below the Swiss average — not as low as Zug or Schwyz, but comfortably below Zurich.

Taxes in Lucerne
At an indicative gross salary of CHF 100,000 (single, no kids), the combined federal, cantonal and municipal income tax in Lucerne works out to roughly 20.5%. One of the more competitive central-CH rates. Rural communes (e.g. Meggen) are notably cheaper than the city. Cantonal child deductions and family allowances apply on top of the federal allowance — for an exact figure for your household, use the official cantonal calculator linked above. Your real tax bill depends on the commune (each sets its own Steuerfuss / coefficient), your civil status, Pillar 3a contributions and any BVG buy-ins.
Top communes to consider
- MeggenLake Lucerne, very low Steuerfuss
- HorwClose to city + HSLU university
- KriensAffordable, tram into Lucerne
Housing & rent
Lucerne's rental market is tighter than Bern and easier than Zurich — vacancy has been comfortable by Swiss standards. A 1-bedroom in the city is broadly in line with the cantonal averages shown above, with 3-bedroom flats scaling proportionally. Meggen and Horw are the tax-efficient lakeside options; Kriens is the affordable, tram-connected alternative.
Health insurance
Adult standard premiums in canton Lucerne on the standard franchise are among the lower in Switzerland. The canton splits into two premium regions, with the city slightly more expensive than the rural communes.
Local insight: Lucerne
Lucerne's job market is narrower than ZH or BS but deeper than most central-Swiss cantons. Schindler (elevators), Suva (the national accident insurer), the Schweizerischer Bauernverband, the KKL cultural centre and the HSLU university each anchor several thousand jobs. Tourism distorts the city heavily May–September; the Chapel Bridge and Mount Pilatus area is essentially a tour-bus zone in summer, which is why most expats live in Horw, Kriens, Meggen or further out toward Zug. Schools are well-rated and the Verkehrsverbund Luzern (Passepartout) makes living one canton out (Nidwalden, Obwalden, Zug) genuinely workable. The single biggest practical fact: Lucerne is the natural fallback for people who want low taxes without Zug-level housing pressure.

Watch out for
Tourism-heavy old town gets crowded May–Sept. Limited international school options.
First-90-days checklist
- Build a dossier — Lucerne landlords expect Betreibungsauszug, three payslips, references and a copy of your permit

- Apply for your permit at the Amt für Migration Kanton Luzern
- Pick a KVG insurer within 3 months — Lucerne is in the lower half of national premiums
- Open a Swiss bank account — Luzerner Kantonalbank (LUKB) is the local default
- Get a Passepartout abo (Lucerne, Nidwalden, Obwalden) or a GA if you commute outside it
- Above CHF 120k gross, file a regular tax return — Lucerne uses easytax
- If you have school-age kids, the Volksschule of your commune handles placement — the canton uses the Lehrplan 21 like other German-speaking cantons
