Moving to Ticino (Lugano & Locarno): Taxes, Housing & Life in Italian Switzerland

Written by Mohammed AliUpdated

The Ticino financial trade-off

Newcomers usually arrive with one wrong assumption: that cheap rent plus Switzerland equals more money. In Ticino it is a genuine trade, not a free lunch. Three forces pull in different directions.

  • Housing pulls down. Rent per square metre is far below Zurich, Zug and Geneva. The same budget buys a lake view instead of a studio.
  • Salaries pull down too. Ticino's median wage is one of the lowest in the country, held there by a large pool of cross-border commuters from Lombardy. The same job title can pay 15–25% less than in Zurich.
  • Fixed costs pull up. Health insurance is expensive in Ticino, and the cantonal/communal tax load is nowhere near Zug's.

So the profile that wins is clear: you keep a Zurich, EU or US-level income — remote contract, own clients, pension, investment income — and pay Ticino housing costs. If instead you take a local salary, run the numbers hard before moving. Start with the net salary calculator, then compare cantons directly in the canton comparison hub and read the withholding tax guide if your first year is taxed at source.

Lugano, Locarno or Bellinzona — which base fits you

TownBest forCharacterWatch out for
LuganoFinance, corporate and remote professionalsThe canton's economic centre: banks, USI university, international schools, best restaurant and nightlife scene, direct fast trains northHighest rents in Ticino, dense traffic, parking is expensive and scarce
Locarno / AsconaRetirees, creatives, family lifeMildest climate in Switzerland, lake promenades, film festival, palm-lined and slow-pacedThin job market, seasonal tourism crowds, longer trips to Zurich
BellinzonaPublic-sector work and commuters northCantonal capital, three UNESCO castles, more Swiss and less resort-town, the best rail node in the cantonQuieter evenings, smaller international community
Mendrisiotto (Mendrisio, Chiasso)Logistics, pharma and Italy-facing rolesIndustrial and outlet belt on the Italian border, cheapest housing in the cantonHeavy cross-border traffic, most Italian-facing of all districts

Remote workers: check the fibre situation before signing a lease in a hillside village, and check the winter sun — valleys behind Lugano lose direct light for weeks. Families: verify which international school you can realistically reach at 07:45, because Ticino's are concentrated around Lugano.

Practicalities: language, healthcare and getting north

The language. Ticino is the only fully Italian-speaking canton, and it does not run on English. Your rental contract, your Comune registration, your child's school notes and your doctor's paperwork will be in Italian. The good news: Italian is quick to reach a functional level in, cantonal and communal courses are cheap, and effort is rewarded socially in a way it rarely is in Zurich. Treat A2 in twelve months as the minimum bar — it is also the kind of integration evidence that matters later for naturalisation and for the C permit upgrade.

Healthcare. The federal LAMal/KVG rules apply unchanged: sign up for basic insurance within three months of arrival, backdated to your arrival date, then pick your deductible and model. Because Ticino sits at the expensive end of the premium table, the spread between insurers is worth real money — see the health insurance guide and how deductibles work. Hospital care is centred on the Ente Ospedaliero Cantonale sites in Lugano, Bellinzona and Locarno, with the Istituto Oncologico della Svizzera Italiana as a national-level referral centre.

Transit. This is what changed Ticino's story. The Gotthard Base Tunnel (2016) and the Ceneri Base Tunnel (2020) cut the trip through the Alps dramatically: fast direct trains now do Lugano–Zürich HB in about two hours and Bellinzona–Zurich in under two, while the Ceneri tunnel tightened Lugano–Locarno–Bellinzona into something close to a single regional network. For hybrid workers, that turns "moving to Ticino" from a career decision into a commute decision. Add a Half Fare Card or a point-to-point subscription and compare the options in Swiss Travel Pass vs Half Fare Card and the SBB guide. By car, remember the Gotthard road tunnel queues on every holiday weekend — the motorail through the tunnel and the San Bernardino are the escape valves.

Frequently asked questions

Is Ticino cheaper than Zurich?

For housing and everyday life, clearly yes. A one-bedroom apartment in Lugano typically rents for meaningfully less than the equivalent in Zurich city, and Locarno and Bellinzona are cheaper again. Health insurance premiums in Ticino, however, are among the highest in Switzerland, and salaries are among the lowest — so the net effect depends on where your income comes from.

Are taxes low in Ticino?

Ticino is a mid-to-higher tax canton, not a tax haven. Its cantonal and communal rates sit above low-tax cantons like Zug, Schwyz and Nidwalden, though the communal multiplier varies a lot between communes — Lugano and Bellinzona are not the same bill. Run your own figure in the tax calculator rather than trusting a canton-level average.

Do I need to speak Italian to live in Ticino?

For daily life, strongly yes. Italian is the official language: administration, schools, doctors and most workplaces run in Italian. English works in international companies and finance in Lugano, but you will hit a wall at the Comune, with tradespeople and in healthcare. Plan on A2–B1 Italian in your first year.

How long is the train from Lugano to Zurich?

Since the Gotthard and Ceneri base tunnels opened, the fastest direct trains cover Lugano–Zürich HB in roughly two hours, with Bellinzona–Zurich under two. That makes a weekly or twice-weekly commute realistic for hybrid workers, and day trips to head office normal.

Is it easy to find work in Ticino?

Harder than in the German-speaking cantons. The market is smaller, dominated by finance, pharma/life sciences, logistics and tourism, and there is strong wage competition from Italian cross-border commuters. Most expats who thrive in Ticino arrive with a job, a remote contract or their own clients.

How does health insurance work in Ticino?

The same federal LAMal/KVG system as everywhere in Switzerland: compulsory basic insurance within three months of arrival, free choice of insurer, and premiums set per canton and region. Ticino's premiums are on the high side, so comparing insurers there pays off more than in most cantons.

Is Ticino good for retirees?

It is one of the most popular Swiss cantons for retirees: mild winters, lake and mountain access, lower housing costs and good healthcare. Watch two things — high health premiums, and cantonal wealth-tax treatment of pension capital once it leaves the pension fund.

What about buying property in Ticino as a foreigner?

Lex Koller restricts purchases by non-residents, and Ticino has additional constraints in some holiday-home communes. C-permit holders buy like Swiss residents; B-permit holders may generally buy a primary residence they occupy themselves. Check the rules before you sign anything.
